There are two correct answers!

Have the Siren seduce both Racketeers. The Brown Thug cannot shoot at the Siren (who will have turned into a Vamp after the seduction; rule 13.2); she will be immune to reprisal! In addition, Brown will have lost his movement option next turn and be forced to purchase Racketeers (no matter what the green die)!

Another solution is to seduce both Thugs and take any hits in the resulting shootout with your Thug (which will be guaranteed to have enough strength to absorb any hits). This solution increases your gang's firepower to the maximum during the shootout while also reducing the enemy's firepower to the minimum (reducing overall casualties).
